Does browser aim practice actually help?

For the mechanical part, yes. Target acquisition and flick accuracy are trainable skills, and short daily drills transfer reasonably well. What it cannot teach is game-specific movement, recoil or positioning.

What is a good average time per target?

Around 700 to 900 ms per target is typical for a casual player at medium size. Under 600 ms is good, and experienced FPS players regularly go under 500 ms while holding accuracy above 90%.

Should I train for speed or accuracy?

Accuracy first, then speed. Practising fast and inaccurate builds the wrong habit. Push speed only while accuracy stays above roughly 90%, then let it settle at the new pace.

Does my mouse sensitivity matter here?

Yes, and it should match what you use in game so the practice transfers. If you are converting a sensitivity between games, set that first and keep it identical while training.
