Why does my PDF reader forget the rotation?

Because most readers only rotate the view. That is a display setting, not a change to the file. This tool writes the rotation into the page dictionary, so the orientation is permanent.

Can I rotate only some pages?

No. Rotation is metadata on the page object — no content is re-encoded, so the file is byte-for-byte as sharp as before.
